Actually :
When you create new character , we have an Event in on first login which gives a pack of useful items and 2 buffs Vampiric and Luck which last for 1 day longer or until your first dead , they are ment to help newbies for 1 day game play they aren't a permanent buff for world buffs.
For world buffs we will not have speed attack , cast speed ,evasion, accuracy destroys the balance of game between character classes and this is our decision , of course if you do not like this you can always search google another server which may have what you want , or even build your own server and do whatever you think on it .
